Why can even 1.5 tonnes of transformer oil have consequences lasting for decades — and is Odesa at risk?

The March 7, 2026 strike on the Dniester Hydropower Plant by Russian forces created a new environmental threat in Ukraine — contamination of the Dniester with transformer oil. The attack was part of a large overnight wave of strikes in which missiles and drones were used against energy infrastructure and other critical facilities across several regions of Ukraine. The main purpose of such attacks is to destabilize the power supply, create risks for water provision and increase pressure on repair services.

According to Ukrinform, damage to the hydropower plant infrastructure in Chernivtsi region caused an oil leak. By March 10, oily slicks had been recorded on the water surface and began moving downstream — first within Ukraine and later into Moldova.

The Ministry of Economy, Environment and Agriculture of Ukraine confirmed that this was transboundary pollution posing a direct threat to the water security of the entire region.

The Dniester is not just a river. It is a strategic water artery supplying drinking water to millions of people in southern Ukraine, including Odesa, and a critical water source for agriculture and natural ecosystems in Moldova. Any pollution of the river therefore automatically becomes a transboundary problem.

Scale of Dniester pollution after the HPP strike

Ukrinform reported that the pollution affected at least three Ukrainian regions — Chernivtsi, Vinnytsia and Odesa.

According to the Ministry of Economy, Environment and Agriculture of Ukraine, laboratories of the State Agency of Water Resources and the State Environmental Inspectorate of Ukraine collected water samples from the Dniester on March 10 in the zone potentially affected by the pollution. During a visual inspection in Mohyliv-Podilskyi, oily slicks were recorded on the water surface.

In the area of Kozliv village, a thin greasy film was observed, while near Nahoriany village an oily film with a “rainbow” effect extended along the shoreline and across a substantial part of the river surface. A persistent smell of industrial oil was also present. Measurements near Nahoriany showed levels 2.5 times above the permitted standard.

To monitor possible movement of the pollution into the lower Dniester, the Southern Region Water Monitoring Laboratory collected additional water samples on March 11 near Odesa’s drinking-water intake, in Maiaky and in the Dniester Estuary.

An extraordinary meeting of the Dniester Commission was held on March 12 to coordinate the actions of Ukrainian and Moldovan services.

Why transformer oil in water is dangerous

Official data indicate that about 1.5 tonnes of transformer oil entered the river. However, according to Vladyslav Balinskyi, biologist, chemist and head of the Green Leaf NGO, this figure may not reflect the true scale of the disaster. He discussed this on Suspilne television.

“This is only a small part of what may have entered the river as a result of damage to the Dniester HPP infrastructure. We see only the visible tip of the iceberg. Most of the pollution may settle on the bottom, accumulate in biota and continue poisoning the river for months.”

This was also stated by Moldova’s environment minister, Gheorghe Hajder, who said the scale substantially exceeded the initial estimates. According to his remarks, the maximum permitted concentration of petroleum products in water is 0.1 mg/l, yet at several points readings exceeded that limit.

Unlike enclosed water bodies or localized oil spills, a river has completely different pollution dynamics. As Vladyslav Balinskyi explains:

“A river differs greatly from other water bodies. That is why eliminating accidents of this kind is extremely difficult. In its upper reaches, the Dniester — is a fast and powerful flow. Standard containment methods such as booms therefore have limited effectiveness. Petroleum products simply pass underneath them, carried by the current.”

This means the pollution cannot be stopped completely — it inevitably moves downstream and spreads over time and space.

Impact on the ecosystem

The main danger lies not so much in the volume of the spill as in the composition of the substances themselves. Transformer oils are complex chemical mixtures that can contain extremely hazardous components.

“We are talking about substances that take decades to break down and have pronounced toxic properties,” Balinskyi stresses. “They may contain bisphenols and organochlorine compounds that accumulate in bottom sediments and living organisms and later enter food chains.”

Even a relatively small amount of oil can create a large-scale problem. Environmental experts estimate that 1.5 tonnes can cover about 150 hectares of water surface with a thin film. This film blocks oxygen exchange, disrupts gas transfer and suppresses photosynthesis in aquatic plants.

“It causes hypoxia — a condition in which aquatic organisms face a critical shortage of oxygen and die-off processes begin, leading to mass mortality of fish and other aquatic life.”

The situation is aggravated by the timing: the pollution occurred at a critical period for the Dniester ecosystem — the beginning of spring, when the spawning season starts for most fish species.

“This leads to very serious delayed consequences. Not only adult fish are affected, but also eggs, larvae and the food base for fry in floodplain areas and shallow spawning grounds,” the environmentalist explains.

This means not only immediate losses but also a significant reduction in the ability of populations to recover in the coming years.

Is Odesa’s water supply at risk?

The highest pollution concentrations are being recorded in the upper section of the river. Farther downstream, concentrations of harmful substances in the water column decrease, but this does not mean the threat has disappeared. Oily slicks and films on the water surface were observed along the river in Chernivtsi, Vinnytsia and Odesa regions. Laboratory tests confirmed that petroleum-product concentrations exceeded permitted standards. This was reported by Iryna Ovcharenko, Deputy Minister of Economy, Environment and Agriculture of Ukraine, on Suspilne television.

“The tests show petroleum-product concentrations in the water at approximately 2.5 times the permitted level. Laboratory analysis confirms the presence of petroleum-related substances, but at present it is impossible to determine their precise origin — whether they are rocket fuel or other technical petroleum products,” Iryna Ovcharenko explained.

Risks remain because toxins can accumulate in bottom sediments and later be remobilized during floods or changes in the hydrological regime.

As for a direct threat to Odesa, there is currently no critical situation, Balinskyi believes. But conditions can change, so monitoring must continue.

Moldova: environmental alert and diplomatic response

For Moldova, the situation became much more acute. The Dniester is the sole or principal water source for most regions of the country.

That is why the pollution quickly triggered a political and diplomatic response. According to Moldovan authorities, an environmental alert regime was introduced across the Dniester basin. President Maia Sandu said the strike on the hydropower plant infrastructure had threatened the country’s water supply and placed full responsibility on Russia.

The response culminated in the summoning of Ozerov, described as Russia’s “unaccredited ambassador in Chisinau”, to Moldova’s Ministry of Foreign Affairs. He was handed a protest note over pollution of the river following a Russian drone attack on the Ukrainian hydropower plant.

“Moldova’s Ministry of Foreign Affairs strongly condemns this strike, which caused petroleum products to leak into the Dniester and created serious risks to the environment and the country’s water supply. The Dniester River supplies water to about 80% of the country’s population and 98% of Chisinau residents. Such Russian actions with transboundary consequences endanger the environment, water-supply security and public health,” the Moldovan foreign ministry said in its statement.

According to reports, at the end of the meeting Moldovan diplomats placed a plastic bottle of water collected from the polluted stretch of the Dniester on the table in front of the Russian representative and invited him to try it. The symbolic gesture was widely covered by international media and vividly illustrated the nature of the problem.

As reported by Ukraine’s Ministry of Economy, Environment and Agriculture, Ukrainian services are working with Moldovan partners to mitigate the problem. In particular, booms are being installed near Oksanivka in Vinnytsia region and Soroca in Moldova to contain the spread of pollution. Units of the State Emergency Service and local services are involved. Despite the strong current and difficult weather conditions, which have damaged boom lines in some places, the situation remains under control.

In Moldova, barriers and filters are being installed along the river and monitoring is being intensified.

“We must make sure that the Dniester is clean … before restoring access to the water supply,” Moldova’s environment minister Gheorghe Hajder explained.

Can this be classified as ecocide?

Vladyslav Balinskyi stresses that actions of this kind should receive an appropriate legal qualification:

“This falls under Article 441 of the Criminal Code of Ukraine — ecocide. It concerns the mass destruction of flora and fauna, poisoning of water resources and other actions capable of causing an environmental disaster. To establish the offence, it is not necessary to wait for the complete destruction of an ecosystem — it is enough to prove a large-scale threat.”

The Ukrainian government classifies attacks of this kind as manifestations of environmental aggression and international environmental crimes requiring legal assessment at the international level.

At the same time, the European Union is strengthening liability for crimes against nature. A key document is the new Directive (EU) 2024/1203 of April 11, 2024, which replaced previous directives and substantially strengthened the sanctions framework.

“Under European law, this incident also falls within the concept of ecocide that is effectively being built into the new directive,” Balinskyi explains. “Although the term itself has not yet been fully harmonized, the approaches already reflect its substance.”

Key innovations in Directive 2024/1203:

Expanded list of offences: includes actions causing large-scale environmental damage, even when committed negligently.

Stronger sanctions: corporate fines are now linked to companies’ global turnover, making it harder to evade liability through complex corporate structures. Individuals can face imprisonment.

Liability of legal persons: effective mechanisms are introduced for holding companies accountable.

Transboundary dimension: the directive specifically addresses offences with consequences for several EU Member States or neighbouring countries.

The deadline for implementing the directive is May 21, 2026. EU countries are preparing legislative changes that in the future will allow those responsible for environmental crimes similar to the Dniester pollution to be held accountable under unified and stringent standards.

War and the environment: systemic consequences

The Dniester incident is not an isolated case but part of a systemic problem. Since the start of the full-scale invasion, strikes on Ukraine’s energy and industrial infrastructure have repeatedly caused petroleum-product leaks, soil and water pollution and destruction of unique ecosystems. According to estimates by Ukraine’s Ministry of Economy, Environment and Agriculture, environmental damage already amounts to billions of hryvnias and will affect human health and biodiversity for decades.

In the Dniester case, the problem is compounded by the fact that this is a transboundary river, a source of drinking water and an ecologically sensitive system that supports many species of fish, birds and plants.

What should happen next: the environmentalists’ position

The Green Leaf NGO stresses the need for urgent measures to minimize the consequences and prevent similar crises in the future:

Continuous monitoring: Deploy a continuous water-quality monitoring system along the entire Dniester, involving international laboratories.

International coordination: Create a joint Ukrainian-Moldovan response headquarters for consequence management and real-time data exchange.

Documenting crimes: Work actively with international institutions, including the ICC and Europol, to collect evidence and assess the strike on the hydropower plant as potential ecocide.

Long-term restoration programmes: Develop and fund programmes to restore fish populations and clean contaminated bottom sediments in the Dniester.

Conclusion

The situation on the Dniester is not merely a local environmental accident. It is a vivid example of how war creates transboundary crises with long-lasting consequences. Even a relatively small release of toxic substances into a strategic water artery:

hits ecosystems at a critical time;

threatens the water security of millions of people in two countries;

provokes an international diplomatic crisis;

creates real grounds for legally assessing Russia’s actions as ecocide.

The main threat is not only the oil film visible today. It lies in the long-term toxic impact capable of altering the Dniester ecosystem for years. And while the consequences of this accident are still being assessed, one thing is already clear: Russia’s war against Ukraine has a profound environmental dimension that extends far beyond the front line.

Background

— Dniester flows from western to southern Ukraine. It rises on Mount Rozluch near the village of Vovche in Lviv region. From an elevation of about 900 metres above sea level, the river descends as a mountain stream through the Precarpathian region, crosses the south-western edge of the Podillia Upland, follows the border between Ukraine and the Republic of Moldova, and then, returning to Ukrainian territory as a navigable river, flows into the Dniester Estuary.

The Dniester is 1,362 km long, of which 705 km flow through Ukraine and 220 km form a transboundary stretch. The total area of its basin, including tributaries, is 72,100 km². Part of the river channel is shared by Ukraine and the Republic of Moldova and forms the state border between the two countries.

— The Commission on Sustainable Use and Protection of the Dniester River (Dniester Commission) was established under the Agreement between the Government of the Republic of Moldova and the Cabinet of Ministers of Ukraine on Cooperation in the Field of Protection and Sustainable Development of the Dniester River Basin(Moldovan, Ukrainian), signed in Rome on November 29, 2012. The agreement covers virtually all aspects of river-basin management except navigation and hydropower and is intended to strengthen and expand cooperation between the Republic of Moldova and Ukraine that began in 1994. Signing the document was also an important step toward fulfilling the commitments undertaken by Moldova and Ukraine under the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes (1992), as well as the EU Water Framework Directive (2000). The Dniester Commission is an interstate cooperation body of the Republic of Moldova and Ukraine in the field of protection, sustainable use and development of the Dniester River basin. Its main goal is to implement measures for rational and environmentally sound use and protection of water and other natural resources and ecosystems of the Dniester basin for the benefit of the population and the sustainable development of both states.
